It is indeed permanent, since the card does not state until when the negation would last.

Too bad it only activates in Battle Phase.

Otherwise this would have been kinda useful back when Cocytus is still at 3.

Obviously. That's probably the main reason it negates the effects of the monsters it affects to begin with.
