No. The problem is that sending a card to the GY is part of the cost, not part of the effect. That's why it won't trigger the effect. It's similar to the Dark World monster issue where they don't trigger their effects when they're discarded to pay a cost.
Oh definitely. A lot of Spells in the franchise (including the ones in OCG/TCG) would have been a lot more usable (without being broken, just usable!) if they are Quick-Play.

As written on the card, it needs to be Fusion Summoned for the ATK boost.
Therefore, any card that does not Fusion Summon it, will not give it ATK boost.

It shouldn't work though! Lol. Cyber Blader (which she first used fusion weapon on) is level seven, and the spell card only works on level six and below. Strange, but kinda like the time kaiba was able to summon blue eyes white dragon with no tributes at the beginning. Ha ha, could be the same, i don't know
Activate this, discarding dotscaper as the cost. Rez dotscaper, giving you field presence without forcing you to use your normal summon. Search something like Lady Debug, giving you another search, backup secretary or some shizz.
You’re right, Rio’s deck theme has been neglected by Konami and could definitely use some new support. You can summon Zereort using Rio’s skill, “Twins Together,” or by using Sirenorca. Both force you to run Fish-Type monsters.
