AS far as i know. It says I can use 1 Tuner + 1 non-tuner which i take to mean a normal monster. In this particular case it says as a quick effect the Fist monster may act as the tuner tribute.

Tributing 1 monster for a Tribute Summon isn't the issue at all.....the real issue is that it has mediocre stats for a Level 5, and it only adds a specific vanilla with its effect
