Actually the key word is control.
It says Return CONTROL Of all monsters.
So if your opponent controls your monster you can take it back and vice versa. So use Lava golem, destroy two of your opponents monsters and then take Lava Golem ba
By early DM standard this isn't lame, especially back in Duelist Kingdom arc where Level 5+ monsters can be summoned without tribute.
From Battle City onward though....yeah, this is lame.
Flip Summon is also flipping face-up, so you cannot activate its effect on the turn it is Flip Summoned.
Even without the restriction, it's not like you can activate its effect on the same turn it is Flip Summoned, anyway, since you usually Flip Summon during Main Phase, which happens AFTER Standby Phase, meaning this card is still face-down during Standby Phase.
Considering the lack of timestamp on that post, I believe that guy posted from years ago, back when Primal Burst (the 9th main box) is still rather new.
I use one copy of this card in my Cloudian Ra farming deck, which also uses two copies of Cloudian Squall to gather Fog Counters.
The great part here is that this card can target your opponent's monster too, which will also get Fog Counter thanks to Squall's effect. So it also works as a removal.
