Why cant i special summon on turn 1

I use a resonator deck with various card that should allow me to summon on my first turn, I have read the skills obviously but it still wont work. I cant special summon wandering king wildwind, or crimson resonator nor can i activate red resonators effect that should allow me to special summon abother lvl 4 or lower monster during turn 1

the restart skill prevents monster effects and special summoning on your first turn. maybe other skills too
