I'd say not anti Floodgate (because Dragonic Tactics doesn't counter it directly), but it can make use of floodgated monsters. It means you can bait your opponent to waste their Floodgate. Trishula does the same thing, with 3 monsters of any type. DNA Surgery/Transplant only affect face-up monsters.
