how to build a strategy ?

i played the game for like 3 weeks and collected some ur and sr cards but i find that i cant beat anyone cause i dont have a certain strategy so i deleted my acc and made a new one and now what to do with a 2000 gems how to make strategy which pack to open which cards to collect ?
