Gravekeeper chief

Why can't I tribute a chief for another chief? It says there cannot be 2 face up chiefs, but when you tribute, the first one dissapears before the second one gets on the field.Is there something i don't understand?

its either a weird summon mecanic, so the game says the first one is still on the field when the second one would enter or like the other comment said a bug.
U can tribute chief for chief, but only face down...
A similar case would be champions vigilance, that can't negate special summons for a to me unknown reason.
