Cyber stein combo not working?

So the combo is play Pikeru's circle of enchantment and then next turn play cyber stein. I should be able to activate Cyber stein but it wont let me, whats the issue?

Pikeru's circle of enchantment negates effect damage. Cyber Stein's effect is not damage, but a cost to activate its effect
