Does time wizard can affect Baby Dragon and Dark Magician just like Yugioh other game and like on the anime where they turn into Thousand Dragon and Dark Sage ?

Fusion sage isn't in duel links and the only way to summon thousand dragon is by using polymerization on time wizard and baby dragon.

First off, You do not summon Thousand Dragon by successfully activating Time Wizard's effect. Thousand Dragon is a Fusion Monster, you simply need to have both as well as a Polymerization to conduct a Fusion Summon for the dragon.
As for summoning Dark Sage, you would be right. However Dark Sage has not yet been introduced to the game, and he must be in your deck in order to summon him. As of the time I answer your question, there is no monster that requires Time Wizard's effect in order to be summoned within the game.
