Why does twister as the last card in the chain dont destroy riryoku or half shut? Twister is a fast spell and can add it to a enemys card like riryoku so is that the way it supposed to be?

Twister does not negate effects just destroys

Twister ay not be activated during the damage step. Only cards that modify a monster's ATK/DEF, or cards that state they may be activated "during the damage step"/"before damage calculation," etc. may be activated during the damage step. Therefore, if Metalmorph, Half-Shut, or another card like that is activated when the attack is declared, you may chain Twister, but if they are activated during the damage step, Twister may not be chained. Additionally, Twister only destroys the card without negating it's activation. This means that it will only eliminate the effects of continuous/field/equip spell/traps, etc. For a card like Half-Shut, Twister will destroy the card, but Half-Shut will still activate, so destroying it will have no effect other than paying Twister's cost.

Instead of running Twister, if you want to stop opponents spell cards, run either these two traps Magic Jammer or Riryoku Field, remember Magic Jammer will require a discard and Riryoku requires the spell targeting your monster. Now if you want what I'd deem a broken monster its out of New Pack Flame of the Tyrant, Sergeant Electro. He is a Super Rare 1600Atk and 1300 Def effect monster that allows you once per turn to target 1 face down spell or trap card on your opponents field. While Sergeant is on the field, your opponent cant activate them. AKA keep him alive and any spell or trap cards they set are locked! I'm currently running one in my Anti-Meta deck that helped me reach rank King of Games for the first time. Later Player!

Twister doesn't negate the effect only destroys a face up. The card effect of Riryoku and such still apply.

It is usefull against equipement cards or continuous like wonder ballons, it destroys the card, not nullify the effect

"Twister" doesn't actually negate the card, it just destroys it. Ritual/Normal/Quick-Play spells and normal traps do not need to be face-up to resolve their effect. Continuous spells and traps, fields spells, and equip spells must be face-up to resolve their effect(s). So if you were to "Twister " a "Harpie's Hunting Ground" when it's effect activates to destroy a spell or trap card, the S/T targeted by "Harpie's Hunting Ground" would not be destroyed because "Harpies Hunting Ground" is no longer face-up. However, if you were to "Twister" something like "Polymerization" or "Ritual of Grace" then the effect will still happen since Normal/Ritual spells do not need to remain face-up for their effects to resolve (in the case of "Polymerization" if you chain "Twister" to it's activation targeting "Polymerization" your opponent will still fusion summon a monster.

Twister only destroys face up spell/trap, it does not negate the effect. You need for example magic jammer to counter and negate riryoku/ half shut
