Do you get more character XP the higher the level?

Do Npc max out and giving 500xp for a duel victory? They are level 27 and I noticed they only give 500xp.

At all level, NPC give 500 EXP on win, or 250 exp if u lose.
Vagabong gives u a lot of exp 1k ~ 2k. half if u lose.
PVP gives u 150 exp. 50 if u lose.
