Cyber Angel Dakini is a limited card, so if you already have another card in your deck that is on the limited list (doesn't have to be Dakini, could be enemy controller or pulse mines), then your deck won't take your Dakinis. So technically, you could have two dakinis, or one dakini and one other limited card in your deck

If you mean Semi-limited then you cannot have 2 cards from the semi-limited list in a deck otherwise, error due to limitations.
