Why the Azure-Eyes White Dragon sometimes is not being summoned?

Hi! In some duels I got the requirements to do sync and summon this card but isn’t working.

1 tuner and 1 or more none tuner monsters adding the same stars level (9) but even I’ve this kind of monsters on field the card doesn’t active to be summoned.

Any help?

Sometimes it doesn't hurt to read your card effects.

The non-tuner monster(s) has to be normal monster.
