It's better to use tickets to exchange cards from the main boxes then using it for character drop rewards.
Fight the normal Jaden Yuki at lvl 40 and hope you can get a copy

Do yourself a favor and DON'T use your dream tickets on it

Challenge Jaden Yuki (the normal Jaden Yuki, not the other variations) at the gate. Duel him at level 40 and try it again a couple of times. Eventually, you will get a copy of the card.
You can also check your SR tickets from special events. Some of those might include this card as a reward.
