buster whelp bugged?

Just normal summoned buster whelp on turn 2 with destruction swordsman fusion in my deck and it didn't let me activate it's effect to draw it. Game bugged or what's going on

It happened to me as well. I had Heavy Starter skill set. That was the problem on my side.
