Angel 07 Effect not activating to cancel Cerberus effect?

Like the title says Angel 07-s tribue summon effect should cancel all effect monsters effects and Mythical beast Cerberus is a effect monster.
So why isnt angel 07 negating the effect of cerberus? I can understand it not deleting the current spell counters from cerberus but not negating future spell counters is a little weird?

[anonymousE] : Angel 07 will only stop active-able effects. it will not stop Gaia from being summon if it's the only card in your hand, or as stated below, Double Coston can still be use as 2 monster for tribute because these effects are "innate" and does not require activation.TL;DR:Will cancel active, will ignore passive.

Basically, there is no real Trigger or Cost to Cerberus' effect, just like say LoinTaur & LumiSoldier. Their buffs are automatic so they still keep them. Directly similar to how Double Couston can still be used as 2 Tributes, because their is no Cost or Trigger. However, say Piercing Moray can't use its buff because there is a Cost to it & must be manually Activated.

its a continues effect so it doesnt get negated as it doesnt activate in the first place
