Which is more efficient for getting gems? Lv26 or lv10

I just recently gotten mai to 25 for the Windstorm of Etaqua card and saw that everything beyond is a bunch of gems around 150 and above.
I have other characters below 9(mission still uncomplete)and is faster to level up but with fewer gem rewards.

Get characters to level 10 to get the 50 gems reward for each, then go for Mai

If you want it quick just lv10 all your characters first.
