is curse of aging bugged?

i used curse of aging on a time wizard (just to get more points i was winning the duel anyway) but after i succesfuly used curse of aging the atk and def just remained the same. Is it because cards can't have negative values, do i interpret the text of the card incorrectly or is it actually bugged??

Cards cannot have negative atk or def,but if it wasn't lowered at all from before it was activated its a bug.
