Fenghuang and chaining

In a recent duel my opponent summoned 'Fenghuang' (http://yugioh.wikia.com/wiki/Fenghuang). I had 'Jar of greed' & 'Windstorm of Etaqua' facedown. I got asked if I wanted to acitvate a card effect, I activated 'Jar of greed' and waited for it to ask me if I wanted to chain 'Windstorm' it never asked, it just got destroyed, and I lost.
Is this a bug or am I missing something?
