This game is straight up stupid. The text of the card does NOT say target, but the game treats it as targeting.

Dark Cavalry can negate the effect and destroy Alien Telepath, which should only be possible if you are targeting.

Konami is absolute garbage of coding their games to the text of the cards.

Some cards do target even though they don't state it. The problem is not the coding but the whole card game.

This is an extremely old card, long before PSCT exist. The confusing text is an artifact from that old era.

PSCT is created by YGO's TCG branch exactly to make card texts clearer in English. The only question is when are they going to reprint this card with PSCT in TCG......

So, I just checked the Japanese/OCG text for Alien Telepath.

Yep, it's the stupidity of old era TCG text.

Japanese/OCG text uses a wording that usually means the effect targets.

They should just get rid off those silly "features" like non-targeting effects or missing the timing. It makes the game only unnecessarily complicated.

It is to sell more cards

Step 1: make a broken card
Step 2: never limit it
Step 3: when the profits start to go down said the card misses timing or some bu lls hit
Step 4: release a card that does exactly the same but with no bu lls hit attached
