Does the probability of sr/ur drops increase with the lvl of the legendary duelist at the gate?

I know some cards only drop at high lvls but never really found an answer to this question. Anyone know? Need Chazz's armed lvl 5 so would be nice to know since it's even in lvl 10 victory awards & don't have that many Black keys left

if you click on level 40 rewards of a character at the gate, you'll see less choices. that means you got a higher probability of a SR or UR

Save up for the black keys, the higher the lvl, the higher the chance of it dropping
