It all depends on your deck and the level of the AI in duel world or your opponent via PvP duels. 20 is the minimum to have, but you can have up to 30 cards. I recommend having more monster cards and have 30 cards in your deck. Chances are your starting hand will have a monster card.

I often have similar problem, but I have less spells/traps. At least once I managed to draw all of the few spell/traps I had before getting a monster card.

Because The game has complicated DRAW ENGINE that means u may get 3 times the same card in ur starting hand wicth most of the times is the worst case senario. To have a good deck u dont have to put 10 mon and 10 spell/trap better put 14 mon and 6 OR 7 spell/trap at the most... or change ur deck to have better effectes that lets u draw what u need. for exable ritual decks have senju and sonic. Fussion decks now have many draw cards and usefull skills.( u dont event need to have poli in the deck anymore that lets u put more draw engine in ur deck BUT ONLY IF NECESARY ) What i mean is that we all get BAD hands... is ur deck that needs to change bro. use your monster effects better for draw what u need or change complitly the deck u have. Many good decks exist allready. Hope it helped.
