Does the chances of rare card drops increase with the NPC level in duel gate?

Yes every tier increases rarity of drops, chance. lvl 40 is best farm as it removes common drops.

Once you start dueling 40s they no longer drop cards from teh common drop pool. This mean that any cards they drop at 40 will be specific to that duelist. That's why it's best to farm lvl 40 duelists.
