He does appear. Me and a friend of mine have been playing. He started out not too long ago and I've seen Tristan pop up at the gate quite a few times on his game. However I had already had him unlocked for a long while now since the Dice Duels event with Zorc. However he should still appear at the gate for me. Maybe it's a possible bug worth reporting or it could just be because I had him unlocked? Anyways he DOES appear as a random legendary duelist like all the rest.

The joke is that Tristan is so bad you don't even need to actually dual him to beat him.
