What effect do trigger Elemental Hero Glow Neos on Crystal Beasts?

I just using Glow Neos' effect to destroy Jesse's Topaz Tiger on his S/T zone. The card description said that it is treated as Continous Spell Card, so I think I can attack him directly by destroying it. The truth is, Glow Neos' effect that triggered is the "can't attack" one. So is it still treated as monster or what?
