LEVEL 40 CHARACTERS

I'm stage level 31 and level 40 characters haven't been unlocked... do I need to do any additional things to unlock it?

Did you expect all of your characters magically went into lvl 40 after hit stage 31? lol

I dont get it. You need to level up characters to get the level 40 one. Please note that stage is completely different to level.
