Dark effigy and Barrel Dragon?

The effect of dark effigy is that it counts as two tributes if it's being tributed for a dark monster. When trying to do this with Barrel Dragon ( a level 7 DARK monster) it does not seem to activate and you have to tribute another card along with Dark Effigy.
