Hey, I'm new to the game and trying to build a REBD deck. Today I got a UR ticket, and I wonder if I should get vanguard of the dragon(0 owned), or red eyes b. Dragon(1 owned).

Both REBD and Vanguard is available in card trader.
Vanguard already fall quite bad in current meta for dragon deck. Not recommended to get it especially if you lack UR jewel.
As for REBD, you get 1 from unlocking Joey and 1 more from unlocking Rex Raptor. If you need the 3rd REBD, card trader only requires 1 UR jewel + some gold & dark jewels only. Should be affordable even for newbie.
Save that ticket for something more important and hard to obtain.
Also note that some ticket gives different card pool than the other. Use wisely.
