Why does his effect not activate sometimes? Not sure as to why no traps or spells on the field.

Air Hummingbird increases your life by 500 for each card in your opponent's hand once per turn if you choose to do so. If you summon it using "NEXT" (which negates its effects) than you can activate it, but it will do nothing and show the effect negation animation.

Also if you use the trap card NEXT you can’t activate card effects.

Uh, Neo Spacian Hummingbird requires you to manually activate its effect and gain 500 life points for each cards your opponents has.
If you're opponent has no cards in his/her hand, the effect won't take place.
