Card draws controlled by algorithm?

Can you please point me to where I would have been made aware of this card game actually having controlled 'loss'/'win' probabilities. I have sunk a fair amount wanting to collect the cards and use them effectively but the actual effectiveness is greatly altered by an apparent card drawing algorithm. This means I have not received what I paid for, or have been misled in what I paid for. Please show me the details of the card draw mechanics fully so I can make informed purchases.

I'm not sure but I think something like that happenning in the game. Because for example whenever I duel against those easy npc duelists I always get the perfect hand. But whenever I duel against Vagabond or any legendary duelist in hard mode I get 90% of the time the worst hand. And everytime I draw a card I always hope for the best.
