Mokuba lvl 40 won't appear?

I am at stage 50 and have dueled mokuba around 15 times at lvl 30 and not once has he been lvl 40. Is this only happening to me?

The higher your stage, the higher chance of encountering higher lvl Mokuba

At stage 60 and mokuba lvl 40 appear around 50% or little less

Me too. So far I only met 3 times lv40 and else were lv30. But of course it was rngs.
