why can't i use ultimate providence to negate shiranui sunsaga's skill of banishing monster to protect shiranuis? if so , how do i destroy it if i can't banish it

Ultimate Providence cannot negate continuous effects. It only works on triggered effects, like Sunsaga's destruction effect.

That effect of Sunsaga is a continuous effect. Continuous effects don't activate. That's why you can't chain Ultimate Providence.
