This card would have been a lot better if the second effect adds itself to hand instead of special summoning it, since then it would synergize well with its own first effect.
Considering how long this card has been "neglected" by Konami, I bet the plan is that we'll get this card with Yuma.

I used six sams to farm it. Shien can negate spells and traps throughout the duel, 2 shien with union attack is enough to get vassal over 10k damage. fuma offers protection from tribute to the doom in a pinch econ can deal with reflect bounder. can even thin your deck to speed things up with united. Happy I found an answer that didnt involve anti magic arrows, as i dont have it yet.

Of course, since the banished card is random, you might not banish Mask Change/Sphere Kuriboh, but basically the intention is to stop your opponent from using a card that he/she wanted to use on this turn.
