You probably never played with this deck, if you keep returning Phoenix to the opponent's hand, he breaks easily, but you should never set all of your spell/trap cards before knowing what deck your opponent is running.
I have around than 75% win against phoenix decks in plat and above. Sample size of about 30 duels. Can lose if you draw all electros. Lots of ways to beat it with Statue Control.
Usually I can pop an econ when it's summoned before the effect. 1600 defense is easy to beat. Or statue it back to hand. Or SRH on your Knight so it can't be killed, then banish phoenix so it can't come back.
