Toons are already very manageable to defeat with cards that dont specifically target 1 monster like super rush headlong, ninja grandmaster sasuke, kuriboh, traps like mirror wall, anubis and windstorm of etaque, heavy spell destroy and outlasting.
Many are already popular to have in a deck.
This magic deflector is overkill.
Its basically saying hey we made toons viable for a while but now we make it the laughing stock again.
They should at least bring some extra support in now for toons to compensate.
SRH and sasuke can 🔥 toons due to a bug. Konami said that in the v1.9.0 that will be fixed. Kuribo, windstorm and anubis simply 🔥 the toons direct attacks by 1 turn. Mirror wall simply reduce the damage you will take. And if the toon player has a brain, even little, wouldn't play toon kingdom without protect it.
So no, toon deck isn't dead.
Oh, and I want you to remember that not only the opponent can use traps like MW, etaqua and anubis, but also the toon player can do it, vanishing your 🔥ing magic deflector.
And it's too risky to bring in a double-edged sword like this card, useful in a very little bunch of situations, if you're building a competitive deck.
So yes, good card, but not meta changing or anything similar.
+lot of deckspace goes into pathfinders and reflectors and such.
Leaving less room for counters + getting them less soon in your hand due to the buildup in card amount for setting up your toon kingdom + toons.
With Statue Control (so much boring to fight against...), Toon decks are the one that I hate. If your opponent has a good starting hand, you can't do anything. Toon Kingdom + 1 or 2 tokens is the worst part of this deck and should be nerfed.
