I checked, the same thing also applies with Zushin vs Hope Lightning.
Hope Lightning's effect will prevent the ATK effect of Zushin from activating, even though Zushin says it is unaffected by other card effects.
My guess, is that this happens because when such effects face each other, the one that actually negate wins. Zushin simply make things not affect him, but does not negate those things.
As for Hope Lightning, my bad, after checking again, it's actually a slightly different case. Hope Lightning wins because it affects YOU, preventing you from using effects, not affecting Zushin itself.
Here's the deal: as you said, Utopia the Lightning affects the opponent instead of Zushin itself.
The thing is, that's what Samurai Destroyer also does. It also affect the opponent instead of Zushin itself, meaning you cannot activate Zushin's effect that changes its ATK.
