Let's face it BE decks will survive ban list after ban list only getting a few cards hit if they managed to become strong. The thing about BE is it's not there because of meta, a lot of players play it because its an Iconic deck and of pure nostalgia.
Being popular doesnt mean its better than other tier decks. It is just easy to use, easy to build, good, and has a nostalgia level over 9000.
