i was using it with sylvan deck and normal summoned it on main phase by tributing 3 monsters, and none of my cards,nor any of my opponent's triggered anything, but i still missed the timing. (was using power of the tributed tho)

It happened to me THREE TIMES when farming Zane with Marik using Power of the Tributed and a Fur deck (don't hate me). I tributed "Trance the Magic Swordsman", "Dyna, Hero Fur Hire" and "Wiz, Sage Fur Hire", I also had "Mayhem Fur Hire" set.

I didn't have this issue when tributing for Ra with the same deck 2 days ago (October 19). Here is my farming deck. So is this a bug in the last update? or is it a new restriction of some kind?

Interesting. I guess Power of the Tributed would be what's causing it, then. Could very well be intentional, or accidental. (Skills usually don't impact anything else gameplay wise, so it causing things to miss timing is odd.)

I tested with my fur deck again after removing Power of the Tributed, and there were no issues using Ra's ability :( . So it seems that we can no longer use power of the tributed + hp -> attack.

The bug is that you cannot use Power of the Tributed then use Ra's "LP -> ATK" effect that activates when it is summoned. The "LP -> ATK" effect will miss the timing. Previously, you can.

Since this is never announced as a nerf, it can only be a bug.

I use Aromage-Ra with double barrier combo :p

Btw Konami has acknowledged the bug, now let's hope the bug is fixed much faster than the time it took for them to fix Ceruli's effect lol
