You need to open Generation Next to get Fusion Recycling Plant, and you need to open Galactic Origin to get Cosmic Cyclone.

To be fair, the Fusion Recycling Plant version was an older version from before we get Gem-Knight Fusion.

That older version is still listed above, perhaps that's why the required box was not changed.
