Sure it's not broken. That's why it's tier 2, because it bricks. Or maybe it's tier 2 because it wins more than it loses. But yeah go with the "bricks" defense.

I wouldn't call tier 2 "broken". I'd call that "good". Tier 0 is broken, tier 1 is borderline broken.

There are more categories than "broken" and "garbage".
