Double Tool C&D bugged?

Earlier I was playing with my morphtronic deck, but for some reason I could equip Double Tool C&D to Morphtronic Radion, despite it fitting the requirement of being a level 4 Morphtronic monster. Am I missing something, or is this a bug to just me or have other people have been experiencing too? Would love some confirmation
