champions vigilance not stopped by toon kingdom ?

Today a BEWD-Player destroyed my Summonedskull by activating vigilance, while toon kingdom was on board. Is this normal ? Cause Vigilance Targets and so i should be save.

I think it should be that way, because toon kingdom will save you only after the toon monster will be summoned, and here vigilance negate your summon.
toon kingdom will save toon monster if it destroy by battle or effect card, but here it not even summon yet so it can`t activate his effect.
