Is there a specific character or stage I've to be to get that card, or do i have to duel a specific character to get it?

you can't it's semi-limited

there is no specific character or event where you can get this card. it is not shown on the card reward list either, but all you have to do is just duel and hope you get it. one thing that i have found is that i get that card and other cards that are hidden by dueling the Vagabond.
