You should read Dystopia's summoning condition first before replying lol. Dystopia SENDS the level 1 monsters to the Graveyard, opening up the MMZ for it.

You have to play Lyrical Luscinia, that's the only way I can think of.

Lyrilusc deck revolves around level 1 monsters, they even have a level 1 Fusion, which you can put into the EMZ.

Level 1 fusion in the EMZ + 3 level 1 main deck Lyrilusc in the MMZ = Dystopia.

.....but if you play Lyrilusc, why bother with Dystopia when they can OTK on their own

3 Main Monster Zone + 1 Extra Monster Zone = 3(Lvl 1 Monsters) + 1(Lvl 1 Fusion Monster) = Dystopia the Despondent.

I forgot A Wild Monster Appears! had that arbitrary level limit.

And no, Extra Monster Zones won't allow its Summon. There's no way you can both have an Extra Link and have Level 1 monsters in both Extra Monster Zones given there, you know, needs to be Link Monsters in those zones.
