What are the best packs to open?

I'm a new player and haven't opened any packs yet although I've been playing since NA release. Currently have 4253 gems and counting but not sure which packs I should spend my gems to open as to not waste them.

Ultimate Rising / Neo Impact for a general base set of cards

I'd for sure invest 1,000 of those in the Starter decks for some solid cards for Yugi/Kaiba

Also how can you be new if you've been playing since release? lol

You can't really waste. All the packs are good but I guess you could think about what kind of deck you want to build and buy the packs with the cards you need for the deck you want to build.
