What is a criteria to refill duelists in the duel world?
Is it to clear a stage or level up characters?

Clear the current stage and all of the SDs will respawn.

Clearing a stage will refill standard duelists, but leveling up characters will not. You can also spend "Rare Orbs" to refill the duelists (click the icon next to the standard duelist silhouettes in the top left corner when you are in the Duel World!)
