We need cards such as necrovalley an a legendary ocean to create some specific decks

Because there aren't many counters to those cards/decks yet. If they added them, it'd breal the balance and everyone would run the same deck.

seeing as we only have field spells atm that buff some monster groups a field spell like necrovalley would only make gravekepers even more overpowering, what results in people complaining about not being able to get the cards to drop

the field spell with the highest attack increase is only 300 now, what makes you think necrovalley should even be added when gravekeepers deck are already too strong? >_>
just make decks using the ones that are already here instead of wishing for some specific cards.
