Cry Havoc states that you can remove one normal monster from play from the graveyard to normal summon 1 normal monster from your hand during your main phase. Why could I not remove Neo the Magic Swordsman from play (he was in graveyard) to summon Blue-Eyes?

This card is very misleading as by its wording, I thought as many others, remove a card summon/set a normal monster.
As any other card that deals with graveyard tributes, e.g., Tribute Burial, Hieratic Dragon of Asar, Conscription, etc., it should state if this is a special summon, tribute summon, or whatever. This card seems to be just a trap card version of Legion the Fiend Jester, which spells out exactly how the effect works. Cry Havoc should as well.

Because Blue Eyes is 8 leveled monster. It means 2 tributes must be needed for another summon.

Normal summoning a tribute monster will still require tributes.
