Bug with spellbook of life

I met all the condiction of this card requires. In my graveyard I have three monsters: silent magician, silent magician lv8, and magical examplar. During the banish step, I only get to choose banish either silent magician or silent magician Lv8, so I choose to banish silent magician. On the next step, I only get to choose to bring back magician examplar to the field. Happened multiple times already. Can’t figure it out. Help!

It's not a bug

SM LV8 - can only be SS again from GY if it was summoned properly (using SM LV4 effects with 5 counters)

SM (non LV) - cannot be SS except by its own condition, which is from hand.

Due to this, you don't get to choose anything else that Magical Exemplar to be revived.
